By default, the email notification doesn't get triggered if the activity of assigning tickets is done by the agent manually to his/her profile. Can you please help us with some more information on how the emails are triggered for ticket assignment? Do you use the default email notifications under Admin -> Email notifications or this happens via the observer rule?
