BUG: A agent can submit rating for any of the active surveys if they can get their hands on the link.
Additional info: Freshdesk records if this has occurred but there is NO way to clearly see this in CSV export of Survey results.
Had a chat with Support and they stated this is a known issue with no available ETA of fix/solution.
Solution suggested: Individually visit each of the submitted results (ticket) and look at Activities to see if an agent submitted a response for it.
If you truly value accuracy of feedback you are collecting, seek an alternative until this bug is quashed.
