If I choose "Send Email to..." or "Add Note" using Scenario Automations, would I have the option to add an attachment?

We will be replacing the older version of Freshdesk with the new Mint experience on January 31, 2019. All your data and configurations will remain intact. Switching back to the old Freshdesk will not be possible.

No, currently this is not possible. However, you can make use of the 'Trigger Webhook' option in an automation rule under Admin > Automations > Ticket updates tab to Add a Note/Reply to the Ticket with an Attachment. Refer to this doc for corresponding APIs.
