Having the same issue. Lots of other people reporting the same problem, with support responding that it has been fixed, but it's still happening to us.
But that did not fix it.
I'm having this same issue with my staff. I can create a ticket as an agent, but a normal user needing support cannot submit a ticket and are given the same restricted page error as above.

We have also been seeing this problem/error. As an agent, I also signed in and received the same error message, but from within my agent sign in I can create a ticket with no issue.
